BS11 Five Power Defence Arrangement (FPDA)
Australia and the other members of the Five Power Defence Arrangement (FPDA) today completed a major military exercise to plan and conduct a joint military operation for the defence of Malaysia and Singapore. The FPDA countries - Australia, Malaysia, Singapore, New Zealand and the UK - conducted Exercise Bersama Shield 2011 during May 2-13 which challenged them to jointly plan and execute tactical missions for 46 combat aircraft and nine warships. Over the past 11 days FPDA warships and a diverse range of combat aircraft have engaged in complex air defence exercises. The tactical missions involved the integration of different aircraft types which was coordinated by 130 FPDA personnel at Butterworth Air Base in Malaysia. The exercise was beneficial for Australia's new F/A-18F Super Hornets, and the RAN guided missile frigates, HMA Ships Ballarat and Parramatta. The Super Hornets, from 1 Squadron at RAAF Base Amberley in Queensland, trained alongside Malaysian MiG-29 interceptors and Singaporean F-16s to help the combined maritime task group conduct highly realistic air defence exercises. Led by Commanding Officer 1 Squadron, Wing Commander Glen Braz, the six Super Hornets from RAAF Base Amberley in Queensland will practice air combat tactics under the Five Power Defence Arrangement (FPDA) with participating nations. DVD: www.amazon.com CONELRAD (Control of Electromagnetic Radiation) was a method of emergency broadcasting to the public of the United States in the event of enemy attack during the Cold War. It was intended to serve two purposes; to prevent Soviet bombers from homing in on American cities by using radio or TV stations as beacons, and to provide essential civil defense information. US President Harry S. Truman established CONELRAD in 1951. After the development of intercontinental ballistic missiles reduced the likelihood of a bomber attack, CONELRAD was replaced by the Emergency Broadcast System on August 5, 1963, which was later replaced with the Emergency Alert System in 1997; all were administered by the Federal Communications Commission (FCC). Unlike its successors, the EBS and EAS, CONELRAD was never used for nor intended to be used for severe weather warnings or local civil emergencies. Prior to 1951, there was no method that the US government could use to broadcast warnings to citizens in the event of an emergency. However, radio stations and networks could interrupt normal programming and issue a bulletin in the event of an emergency, as happened during the attack on Pearl Harbor on December 7, 1941, as well as the first successful tornado warning near Tinker Air Force Base in Oklahoma City in 1948. SINGAPORE: Transport Minister Lui Tuck Yew says the train disruptions in December have exposed gaps in the way such emergencies are handled, adding that authorities need to do better. Delivering a ministerial statement in Parliament on Monday, he said the government will review the regulatory and penalty framework overseeing rail operations as well as the maintenance regime. Straight off the bat, the transport minister said the breakdowns on the North-South Line on December 15 and 17 last year were disruptive and poorly managed. "SMRT could have better handled the evacuation of the passengers in the stalled trains to reduce the sense of distress, and provided clearer and timelier information and instructions to the public, instead of leaving commuters confused and apprehensive in already disordered circumstances," said Mr Lui. "That the two incidents have the same proximate cause and happened two days apart raises concerns about possible systemic shortcomings." On 15 December 2011, thousands of evening peak-hour commuters were stranded as four trains stalled due to a power failure. In one stalled train, passengers were trapped in darkness for over an hour with poor ventilation. The Eurocopter EC 155 medium-lift twin engine helicopter is a development of the AS 365N Dauphin 2, with 40% larger cabin area, new rotor and 'glass cockpit'. Eurocopter is a wholly owned subsidiary of the EADS (European Aeronautic, Defense and Space) company, formed by the merger of Aerospatiale Matra of France, DaimlerChrysler Aerospace of Germany and CASA of Spain. The 5t EC 155 is suitable for a variety of roles such as parapublic (law enforcement, fire fighting, emergency medical), commercial passenger transport, VIP/corporate and offshore operations. The EC 155 first flew in 1997. It was certified by the French Civil Aviation Authority (DGAC) and the German Government Agencies (LBA) in 1999 and for single-pilot IFR (instrument flight rules) operations in January 2000. Launch customer for the EC 155 B1 helicopter was the Hong Kong Government Flying Service. Deliveries of five helicopters began in November 2002. Over 60 EC 155 helicopters have been ordered, including 15 for the German Federal Border Guard (BGS), six for Shell Petroleum Development Company of Nigeria, four for Azerbaijan Airlines, three for Samsung in South Korea, two for the Royal Thai Police and one for Heli Air Monaco/Monacair for VIP transport of the royal family of Monaco. Five Power Defence Arrangements member nations

The Five Power Defence Arrangements (FPDA) are a series of defence relationships established by a series of bilateral agreements between the United Kingdom, Australia, New Zealand, Malaysia and Singapore signed in 1971, whereby the five states will consult each other in the event of external aggression or threat of attack against Peninsular Malaysia (East Malaysia is not included as part of the area of responsibilities under the FPDA) or Singapore.

The FPDA was set up following the termination of the United Kingdom's defence guarantees of Malaysia and Singapore as a result of Britain's decision in 1967 to withdraw its armed forces east of Suez. The FPDA provides for defence co-operation, and for an Integrated Air Defence System (IADS) for Malaysia and Singapore based in RMAF Butterworth under the command of an Australian Air Vice-Marshal (2-star). RMAF Butterworth, until 1988 under the control of the Royal Australian Air Force, is now owned by the Royal Malaysian Air Force, but hosts rotating detachments of aircraft and personnel from all five countries.

In 1981, the five powers organised the first annual land and naval exercises. Since 1997, the naval and air exercises have been combined. In 2001, HQ IADS was redesignated Headquarters Integrated "Area" Defence System. It now has personnel from all three branches of the armed services, and co-ordinates the annual five-power naval and air exercises, while moving towards the fuller integration of land elements.

John Moore, then Minister for Defence of Australia said, "As an established multilateral security framework, the FPDA has a unique role in Asia. It is of strategic benefit to all member nations and, in Australia's view, to the wider Asia-Pacific region."[1]

On 1 November 2011, Singapore hosted FPDA's 40th anniversary celebrations, with the defence ministers, aircraft and servicemen from all five signatory countries converging on Changi Air Base (East) to participate in the event. Later, a gala dinner was hosted by Singapore's defence minister - Dr Ng Eng Hen at Singapore's Istana whereupon they called on the Prime Minister of Singapore - Mr Lee Hsien Loong to discuss a multitude of issues. Codenamed Exercise Bersama Lima, the three days joint exercise is expected to test the readiness and cooperation between all participating countries and should conclude on 4 November 2011.[2]
